How do I get a copy of a birth or a death certificate for a person that was born or died in Tulare County?
Certified copies of birth and death certificates for individuals who were born or who died in Tulare County are available from the Tulare County Clerk-Recorder’s Office. For Vital Records that are not located in Tulare County, please contact

California Department of Public Health.

If there were any changes made to the birth or death record after the event took place please contact   California Department of Public Health for requesting a record. 

In the State of California, authorized copies of vital records can only be obtained by the individual named on the record, parents of the individual named on the record, and certain other individuals or entities specified in law.  All other requestors can only obtain informational copies.  All copies issued are "certified copies."

You must have your Certificate of Identity notarized, if ordering an authorized copy. 

Note:  A notarized Certificate of Identity is not needed if ordering an informational copy or appearing in person.  However, unless an informational copy is indicated on the application form, applications received without a notarized Certificate of Identity will be returned to the sender.

A certified copy fee must accompany all requests for copies of vital records.  Requests received without the appropriate fee will be returned to the sender.  Make your check or money order payable to Tulare County Clerk.  Checks must be drawn on a United States bank.  Money orders must be drawn on a United States bank or issued by the United States Postal Service. Do not send cash.  If no record is found, we will issue a Certificate of No Public Record and retain the fee for the search according to State law.  Vital Record Fees.

How do I get a copy of a birth, death or public marriage certificate for a person that the event occurred outside of California?
We have only Tulare county Records.  All the records outside of Tulare County are available from the county recorder of the state where the event occurred.

The Office of Vital Records does not currently have a public counter service.

Do you issue marriage licenses?
Tulare County does issue marriage licenses.  Please download and complete the Application for License to Marry form.  All the requirements, fees and office hours are listed on the application. 
A public marriage license issued from Tulare County will always be recorded in Tulare County regardless of where the event took place (you may have a ceremony performed throughout California). 

Tulare County also issues confidential marriage licenses.  If you purchase a confidential marriage license from Tulare County, you must have a ceremony performed in Tulare County only.

 

There are errors on my credit report involving liens that should not be there.  Can you take it off my credit report?
We do not report to credit agencies, nor can we intervene on the behalf of an individual disputing their credit profile.  Documents recorded in our office are public record and are available for search by any interested parties, including credit-reporting agencies.  You may dispute errors in your credit record with the credit bureau that is reporting them.  Contact the bureau involved to initiate the dispute process.  The phone numbers for the three largest bureaus are:

How can I find out if liens are filed against me?
You may come into our office and do an official record search under your name and find all the documents recorded in which you were a grantor or grantee.  Also search under any other names, forms of your name or business names that the liens could be recorded under. You may view the documents to determine which are liens and which are releases of liens. How do I go about recording a document?
Documents are recorded daily from 8:00 a.m. to 3:00 p.m.  You may bring your document into our office and it will be recorded while you wait, and it will be mail back to the requester’s address that is stated on the document on a later date.  If you prefer to mail your document into this office for recording, please mail the documents with your remittance to Tulare County Recorder's Office 221 S. Mooney Blvd. Room 103 Visalia Ca 93291-4593 

Due to the high volume of documents presented for examination we are no longer able to provide same day recording service for customers presenting 10 or more documents over the counter. The documents will be examined, as time permits will be recorded before 3:00 p.m.; otherwise the documents will be deposited for next day recording if and when it is determined that there are no corrections required.

Please note: By law the County Recorder cannot give legal advice.  Also, procuring or offering falls or forged documents for record is a felony.  Ca Penal Code 115

 

Do you supply blank forms for recording documents?
No.  Most forms are available at stationery or office supply stores.

Can Anyone apply for a US Passport?
US passports are only issued to US Citizens or nationals.

The Tulare County Clerk’s office accepts passport applications during the hours 8:00 a.m. to 3:00 p.m.  We do not take the passport photos in our office.  You will need checks or money orders when you apply for a passport.  We are located at 221 S. Mooney Blvd. Room 105 Visalia, CA 93291-4593

Are Passports issued from the Tulare County Clerk’s Office?
The Tulare County Clerk’s office is just an ACCEPTANCE FACILITY.  Passport applications are accepted in this office and then forwarded to Passport Services and issued out of one of the Passport Issuance facilities. It takes 6 weeks or longer to receive your passport, depending on the time of year. For further information, please visit US Department of State Website.

How do parents apply for their children’s US Passport?
As provided by the Code of Federal Regulations Title 22, Section 51.28 children under age of 16 must appear in person when applying for a passport. U.S. Passport application requires both parents consent.

Both parents or child’s legal guardian must:
Present evidence of child’s citizenship and
Present evidence that they are the parents or guardian and
Show valid personal identification and
Sign and take oath before an authorized passport acceptance agent.

In addition to above paperwork submit:

Two color passport photos
Two checks, one for $60.00 made payable to U.S Department of State and one for $25.00 payable to Tulare County Clerk (or you can pay the $25.00 fee in cash). For more information please visit U.S. Department of State

 

What else needs to be submitted with the passport application?
Each application must be accompanied by: 1) Proof of U.S. Citizenship 2) Proof of Identity 3) Two Passport Photos (in color only)  4) and the Fees.

What are the fees for applying U.S. Passport?
The fees depend on the age of the applicant.

For 16 years of age and over – Submit one check or money order for $110.00 made payable to U.S. Department of State AND a SEPARATE fee of $25.00 made payable to Tulare County Clerk (or you can pay the $25.00 fee in cash).

For anyone under 16 years of age – Submit one check or money order for $80.00 made payable to U.S. Department of State AND a SEPARATE fee of $25.00 made payable to Tulare County Clerk (or you can pay the $25.00 fee in cash).

What are the hours of operation?
The office hours are Monday through Friday 8:00 a.m. to 5:00 p.m., except holidays.

The recording hours for recording documents over the counter is  8:00 a.m. to 3:00 p.m.

No counter service is available after 3:30 p.m.

The copy request hours are 8:00 a.m. to 11:30 a.m. and 1:30 p.m. to 3:30 p.m.
Occasionally high volume activities will prevent us from providing same day service therefore orders will have to be mailed.

 

Where to obtain a certified copy of public or confidential Marriage Certificate?
Public Marriage Records -  Certified copies of public marriage records are available in Tulare County Clerk’s Office where the public marriage license was issued.

Confidential Marriage Records - Certified copies of confidential marriage records are only available from the County Clerk’s Office in the county where the confidential marriage license was issued.  Only the Party A and/or Party B named on the marriage certificate can obtain copies of confidential marriage records.  All the mail requests require a notarized Certificate of Identity statement.  If appearing in person, valid photo ID is required.

What is the fee for applying for a U.S. Passport Card?

 

Cost for first time applicants:

$45.00 for adults (one check for $20.00 payable to U.S. Department of State and one check for $25.00 payable to  Tulare County Clerk)

$35.00 for minors (one check for $10.00 payable to U.S. Department of State and one check for $25.00 payable to Tulare County Clerk)

$20.00 for adult U.S. passport book holders.  Use

How much is the documentary transfer tax?
The tax rate is $.55 for each $500, or fractional part thereof, of the value of real property, less any encumbrance assumed by the buyer.
