Supervisor, District Four

Steve Worthley serves as Tulare County Supervisor, representing the Fourth District, which covers the northwest portion of Tulare County including communities such as Dinuba, Cutler-Orosi, Woodlake, Ivanhoe, Goshen and a portion of Visalia. He was first elected to the Board of Supervisors in 1998.

Supervisor Worthley represents the Board by sitting on the California State Association of Counties’ Housing, Land Use and Transportation Committee; the Tulare County Association of Governments (TCAG); the Local Area Formation Commission (LAFCO); and is a member and past Chairman of the San Joaquin Valley Unified Air Pollution Control District governing board. Supervisor Worthley is also on the California State Association of Counties’ Government Finance and Operations Committee. In late 2005, Governor Arnold Schwarzenegger appointed Supervisor Worthley to serve on the State Mandates Commission. He also serves as board liaison for the Resource Management Agency and is an alternate on the Tulare County Economic Development Corporation.

A fifth generation native Tulare County resident, Supervisor Worthley and his wife, Vicki Lyn, have four children: Jonathan Paul, Elizabeth Anne, William Jackson, and Andrew Marshall. He graduated from Monson- Sultana Elementary, graduated as the Dinuba Union High School Class of 1971 valedictorian, and majored in history at Occidental College before graduating from McGeorge School of Law at the University of the Pacific.

Supervisor Worthley was admitted to the state bar in 1978 and served as an associate for a law partnership before opening a solo practice in 1981. He served as corporate counsel for Sequoia Forest Industries from 1988 to 1995. In addition to his duties as Tulare County Supervisor, Worthley currently maintains a private practice with an emphasis in wills, trusts, and probate.

As counsel for Sequoia Forest Industries, Supervisor Worthley represented the forest products industry in the Sequoia National Forest Land Management Plan mediation process, served as a member of the Forest Products Commission, and represented the company in legal matters regarding timber harvests in Tulare, Fresno and Santa Cruz counties.

Supervisor Worthley served as member and past president of the Dinuba Elementary School Board for 12 years and the board of directors of the Alta District Historical Society for many years. He has belonged to the Dinuba Rotary for 30 years and has belonged to the Dinuba Christian Church for 48 years. Supervisor Worthley served on the Board of Directors of Kings River State Bank from 1993 to 2001 and currently serves on the Board of Directors of Suncrest Bank.
