Training Program

Construction Trade Training Program

Training Design: All participants will receive the following services and training, which they must successfully complete to graduate from the construction trades program:
  • One (1) year Pre-Apprenticeship Certificate Training (PACT) implemented by the Home Builders Institute (HBI) and delivered by Community Service & Employment Training (C-SET), who will document attainment of skill mastery in a Skill Achievement Record (SAR) for each participant;
  • Enrollment in C-SET’s Charter School to attain a diploma and/or GED to meet minimum requirements for apprenticeship and/or a post-secondary education programs;
  • Contextually based academic skills and soft skills delivered by C-SET using HBI’s Foundations - CraftMath and CommuniCraft, industry numeracy and literacy materials, and Personal Employability Plan;
  • Hands-On Learning: C-SET trainers will train and guide students in the construction four (4) homes from the ground up financed by the Tulare County Redevelopment Agency;
  • Emersion Training/On-the-Job-Training (OJT): Participants will assist the construction of 20-30 mutual self-help housing projects sponsored by Self-Help Enterprises and Habitat for Humanity;
  • Public Works Training: Students will assist the construction of various projects sponsored by the Tulare County Redevelopment Agency including the installation of sidewalks, rehabilitation of community facilities, and construction of local government buildings;
  • OSHA-certified safety training to operate a Bobcat T300 skid steer for one (1) week provided by C-SET trainers to be trained by Bobcat of Fresno;
  • Quality & Material Control Training provided by Centex (More Info Needed: How long? Where? Who will provide? How much?);
  • Leadership development, job skills development, career counseling, and follow-up services provided by C-SET;
  • Students will also have access to the following services provided by the Construction Trades Training Program, but not required:
    • Industry Mentorship Program and organized by the BIA;
    • Post-Secondary Outreach Programs with local colleges
    • Enrollment in a two (2) week Class B License Training provided by Advanced Truck Driving;
    • Entrepreneurial training offered by the Tulare County Microenterprise Assistance Program (County, SBDC, C-SET)
Credentials / Certificates Offered:
  • Pre-Apprenticeship Certificate recognized by National Association of Home Builders and local Building Industry Associations;
  • Bobcat T300 OSHA Approved Certification (TCRA, C-SET, Bobcat)
  • Class B License with endorsements for air brakes and towing a double-axle trailer (Advanced Truck Driving)
  • High School Diploma or GED (C-SET)
  • Quality & Material Control Training Certificate;
  • Microenterprise Training Certificate (County of Tulare)

Estimate Annual Outcomes:
  • Enroll thirty (30) students;
  • Graduate twenty-five (25) students;
  • Place twenty (20) graduates in full-time construction trades;
  • Place five (5) graduates in secondary educational institutions or apprenticeships;
  • Construct four (4) homes per year from the ground up;
  • Assist the construction of thirty (30) homes;
  • Assist fifteen (15) participants to attain a GED or equivalent;
  • Certify twenty-five (25) students in OSHA approved Bobcat Safety & Operational Training;
  • Assist fifteen (15) students to attain a Class B License; and
  • Assist five (5) students in the completion of a business plan.
Partners: Roles & Responsibilities
  • Tulare County Redevelopment Agency (TCRA) - Bill Hayter & Frank Ruiz
    • Provide construction financing to develop four (4) lots annually
    • Purchase land to be developed by Construction Trades Training Program
    • Secure liability and workmen’s compensation insurance to cover the training program (approximately $100,000 annually)
    • Organize the Construction Trades Council
    • Fund the implementation of Craft Skills Model using C-SET as the training staff
    • Provide Bobcat T300, attachments, trailer, and International Truck to be used for construction projects and training activities
    • Provide entrepreneurial training to eligible participants in partnership with the Central California Small Business Development Center
    • Coordinate public sector involvement in the training program
  • Community Services & Employment Training (C-SET) - Mary Alice Escarsega & Carla Calhoun
    • Recruitment, intake, training, career counseling, and follow-up of students
    • Provide instructors, classrooms, curriculum, and training materials
    • Provide transportation, equipment, tools, and construction management
    • Provide support staff to manage the program
    • Program reporting requirements
  • Building Industry Association of Tulare and Kings County (BIA) - Bob Keenan, Greg Woodard, & Stu Elkin
    • Recruit instructors for training program
    • Agree to not hire students prior to completion of year long program
    • Commit to employ all program graduates
    • Provide discounted materials and equipment to the program
    • Provide industry specific materials to assist trainers in the development and implementation of curriculum
    • Coordinate mentorship and recruitment activities for participants
    • Ensure the training programs conformance to industry standards by regularly monitoring construction and classroom training
  • Self-Help Enterprises (SHE) - Tom Collishaw
    • Provide 20-30 houses per year for participants to assist in the construction
    • Market and provide assistance to first-time homebuyers for program homes
    • Provide house and site plans
  • Home Builders Institute (HBI) - Dennis Torbett
    • Develop a Craft Skills Program to fit our goals
    • Provide technical assistance in implementation and management of program and local training network
    • Provide curriculum and certification for our training program
    • Train-the-Trainers to deliver program
  • Habitat for Humanity - Betsy Murphy
    • Provide ten (10) houses per year for participants to assist in the construction
  • Advanced Truck Driving - Barry Bither
    • Commit to develop a Class B License Training Program to be placed on the Tulare County Workforce Investment Board’s ETPL
    • Commit to use TCRA’s International Truck and trailer to train students
    • Agree to train all students regardless of age
    • Commit to provide scholarships for a class of twenty (20) students as long as the majority of students are WIA eligible participants
  • Centex Homes -
    • Provide Quality & Inventory Control classes for participants
    • Develop certification for class
  • Tulare County Workforce Investment Department (WID) - Eldonna Caudill, Natalie Hanes, & Jeannie Warren
    • Provide referrals for eligible students to enroll in complementary training (i.e. Class B Licensing)
    • Assist with recruitment of program participants
    • Provide technical assistance in developing our program
    • Collaborate on projects where applicable
  • Tulare County Office of Education (TCOE) - Randy Wallace
    • Assist with the recruitment of at-risk youth
  • College of the Sequoias (COS) - Larry Dutto
    • Coordinate Post-Secondary Outreach to encourage students to pursue advanced careers in building related trades
    • Provide scholarships to top students, if available
  • Porterville College (PC) -
    • Participate in the post-secondary outreach to encourage students to pursue advanced careers in building related trades
    • Provide scholarships to top students, if available
