Redevelopment Information


What is Redevelopment?

California Community Redevelopment Act was enacted in 1945 and renamed Community Redevelopment into law in 1951. The law gave Cities and Counties the authority to address slums and blight, stimulate economic development and create affordable housing.


How does Redevelopment work?

The Tulare County Redevelopment Agency (TCRA) is the agency established to implement redevelopment activities within the unincorporated communities of the County. The Agency uses Tax Increment Financing to pay for all Redevelopment activities in Redevelopment Project Areas. Tax Increment is the increase in tax base during the life of a project area. Those incremental increases in funds are accumulated until enough funding is available to leverage for additional funds or outright performance of projects within the Redevelopment Project Areas. The Agency has established eight Redevelopment Project Areas in the County. They are Cutler-Orosi, Earlimart, Goshen, Ivanhoe, Pixley, Poplar-Cotton Center, Richgrove and Traver.


How do Redevelopment Project Areas get assistance?

All activities by TCRA must be approved by the elected Board of Directors. TCRA supervises and coordinates all activities in the project area by 1) implementing improvements to infrastructure, 2) increasing, improving, and preserving the supply of low- and moderate-income housing at affordable housing costs, and 3) promoting economic development to support job creation and help to maintain an acceptable level of employment. Community involvement is critical to accomplishing all goals that are established and prioritized by the community.


Project Area Needs or Concerns

If you see a need or have any concerns, please contact TCRA. We will make every
effort to address the need, or find an agency that will follow up. The needs may include:
-Code Enforcement Issues – abandoned vehicles, accumulation of trash, and building safety
-Housing Needs – dilapidated housing, burned down housing, and hoarding issues
-Environmental Health concerns
-Infrastructure needs
-Business assistance
-Economic Development
